This theme focuses on nurturing Kenya's human resource potential and delivering a high quality of social life through inclusive, people-centered development. A primary goal is the transformation of the education system by addressing teacher shortages and improving infrastructure to build a world-class, patriotic workforce. In healthcare, the focus is on achieving Universal Health Coverage (UHC) by strengthening primary care as the first point of contact for all citizens. Additionally, the framework emphasizes robust social welfare to protect vulnerable populations and the preservation of culture as a foundation for national identity and economic growth.
